Change RPM install destination using Yum/Dnf
Packages that install to /opt/rh are part of Software Collections (http://softwarecollections.org/). They do not install to the root filesystem because they would conflict with a package that is part of the base OS, and (often) would break the ABI guarantee. They're meant to be add-ons that are "activated" as needed.
