Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

I took french at A-Level in the UK about 25 years ago and have come back to it so if I can do it you can too! CanuckNerdyGrrrl has great advice but I'd add that I've found Anki to be invaluable.
I think I'm only interested in learning how to read/write Japanese. Should I quit my Japanese lessons which have a major focus on speaking/comprehension?

You can use Anki https://apps.ankiweb.net/ as a tool while learning actually anything (in theory) from another language, guitar chords, geography or... programming 😉 There is a broad use of this tool among law or medical students.

To learn & practice theory I've started using Anki flashcards. So far it's the most efficient tool for me that follows spaced repetition learning technique.

I use https://apps.ankiweb.net/ for reviewing. It has built in review period suggestions allthough I never looked in if they are correct. There are probably more programs like it.

I've developed apy out of the similar desire to build and manage my Anki decks from a CLI (without keeping Anki open in the background). But it does not allow actually reviewing the cards. Personally, I'm fine with that, since I study all my cards from my phone (Ankidroid).

Are you aware of apy? I made it, and it has similar features and more. Also, it also to directly import/insert the new cards in an existing Anki database. No need for manual importing.
