What does the numbers and letters in certain release titles mean?
https://github.com/erengy/anitomy is a C++ library that is really good at parsing scene filenames for anime. I used it to make something like Sonarr way back. You can combine it with one of the online databases that aggregates different scene names for shows and then query AniDB or whatever. Sonarr uses thexem.de, but I'm not sure if they are open to people using their API.

I've played Undertale and was interested in Touhou, know if any of the games have English Versions?
There's been a dedicated community of fan translators for years! Check out www.thpatch.net, patching the games once you get them from steam or even a CD is super easy.

I tried launching Touhou 7: Perfect Cherry Blossom config but something unexpected happened.
THCRAP has it, for example.

Translation struggles due to antivirus
THCRAP has the capability to modify other currently running programs. That's how it inserts the translated assets. Malware can also do that. That's why the AVs are throwing false positives. The source code for THCRAP is publicly available, so it's not like they're hiding anything. Whatever other closed-source patch you manage to dig up is much more likely to have malware, so if you're this concerned I'd suggest learning Japanese.
