Is it possible to boot up a PC through raspberry pi?
Tell each users to run a special program to wake up the server (only works inside the local network) or run a small server that receives the special wakup call like: https://github.com/seanauff/WOL-proxy something like that could even be done with a microcontroller like the esp32.

Using a RPI 4 for VEX Wireless Video Streaming and Control
This was an old project I made awhile back that integrated a Raspberry Pi 4 to wirelessly send inputs to a VEX Cortex Microcontroller via a local web server. I wanted to share this to anyone who is searching for a way to stream low-latency video from the Raspberry Pi Camera module to a nearby computer. Github repo is here; It relies on gstreamer and a LAN and can stream 480p30 video with less than 150 ms of lag. However, I've managed to stream at over 120fps at lower resolutions though I'm unable to measure latency due to my 60hz monitor.
