Trying to install Visual Studio 2015 Community version for Windows, running into issues with existing Redistributable packages.
Then I did a complete uninstall of the downloaded Visual Studio 2015 using this tool I found on reddit. Then I went to the ISO image once again and ran the installer, hoping this time, it would install the 2015 Redistributable now that the newer version was uninstalled.

Would you welcome top Level functions in C#
You're coupling your code in some manner whether you are calling static methods or instance methods. But yes, static methods aren't really mockable, so depending how you test it could bite you. However https://github.com/belav/csharpier makes extensive use of static methods and is incredibly well tested.
