    Could just write something to connect to chat directly and TTS from there (wouldn't need to hit up streamlabs). Though, you'd of course need someone who can code. (TwitchLib makes a chunk of that work a bit easier).

    There's is a library called TwitchLib which provides your with all necessary tools to get started, even if you want to use vb.net
