ROMs on 3ds??
DS games can be loaded on a 3DS via a program called TWiLightMenu. If you need help with installing and using it, make sure to read the available documentation. If after that you still need help, ask in more related subreddits, i.e. r/3dshomebrew or similar.

If you're running AMCS on the DS with an R4 card, autoload the TwilightMenu++ with NDS-Bootstrap, as the official R4 firmware doesn't cleanly launch homebrew. - TwilightMenu++

If you've got a 3DS / DSi, there's also the option of using homebrew to play DS roms on it...then you're essentially playing PMD on native hardware! Look into TwiLight Menu++ (3DS will require loading custom firmware such as Luma3DS) if you're interested.

When opened, it looks and functions like the DSi menu. It allows you to access and play Roms via a prettier interface.

Which game do you want to emulate? If you're talking about fe7 (localized as just Fire Emblem in the west), you're gonna need a ROM which I can't link here but I can PM to you if you need it, and an emulator. I recommend Mgba (https://mgba.io/) for GBA games.

Here's the thread for the Real Battle Network Gameplay patch, here's the English translation patch, and here's the emulator I recommend where you can just slot in the Navi of your choice to unlock them immediately. The ROM you'll have to scare up for yourself, but I'm sure you can handle it.
