Assigning SQL Server Roles via Group Policy?
I think you should be able to accomplish with DSC, and the SqlServerDSC module. It's a bit involved getting everything set up and configured, but we're currently using DSC with Azure automation to do configurations of MSSQL VM's in Azure after deploying resources with Terraform. But, DSC works on-prem, too.
