Unfortunately, the skin portion of this is dead, but the plugin part is still available

Better Bluetooth controls in the Action Center?
To save some time though: the design of the skin aside, there is a bluetooth plugin that can turn bluetooth on/off and open the settings window, but I don't think it's capable of doing anything in regards to the actual devices themselves.
