Have a look at SilentNotes, it is open source and can synchronize end-to-end encrypted between Android and Windows devices. I designed it from the start with privacy in mind, so the notes can be self hosted via WebDav, FTP, OneDrive, GoogleDrive and Dropbox.

Doesn't have the best UI, I agree. Have you tried Noto (https://github.com/alialbaali/Noto) or SilentNotes (https://github.com/martinstoeckli/SilentNotes)?

Suggest me a note taking app that syncs between phone and pc but does NOT store notes in the cloud.
As far as I know, standard notes is able to sync with a locally installed NextCloud instance. Otherwise you can try my own app SilentNotes, it can be configured to synchronize via "WebDav" with a NextCloud instance in a LAN.

Hard for me to trust UpNote
Well, then - if self hosting is not your thing - something like crypt.ee might be your thing? Clearly a different pricing model, data is fully encrypted, open source, across platforms.
