I may have sent you on a bit of a wild goose chase here, sorry mate.. It appears like PIL may not use libpng at all, or that it is only used on Windows for some reason. There is PngImagePlugin written in pure python and uses zlib: https://github.com/python-pillow/Pillow/blob/main/src/PIL/PngImagePlugin.py

This is a pretty common task that could be done with many different tools and libraries. Personally, I would start with ImageMagick (command line tool) or Pillow (Python library).

My favourite lib would probably be toolz, it's just so elegant and fun to use. But it's more functional approach is not always the best fit for the time, so in practice I mostly use it in research, prototyping, console and notebooks.
