PCem (Free) - For emulation old PCs, much better than using VM to install Windows 95 etc.

If you want to emulate on your PC, download PCem and its BIOS files. Put the BIOS files into the ROM directory of PCem. Then create a Pentium or Pentium 2 machine, enable a fast GPU, a voodoo card, and 64MB RAM and you can install windows 98 in your new virtual machine.

I can see that https://pcem-emulator.co.uk/ is fairly popular among the crowd. For example, something like this: https://www.youtube.com/watch?v=4pzzHN1GrAI . However, beware that emulating will be more resource intensive than Wine/Dosbox/etc, so YMMV.
