Offical Remote Play Not Opening When Clicking on it
you can search for the previous remote play versions such as 4.5 which works with 9.00 jb, then patch it with the auto remote play patcher which prevents the app from updating https://github.com/MysteryDash/Offline-PS4-Remote-Play/releases/tag/v3.0

How do you connect a ps3 controller to pc?
I used in the past when i only had a PS3, my pc never had a problem when i installed it, i never noticed something strange or slowdowns after the installation. You can check the Github page if you want (https://github.com/ViGEm/Shibari#documentation) and you can upload the files to virustotal. But AFAIK it's safe.
