Best programs to use alongside Plex?
Tautulli for monitoring and notifications, plus some scripts for "maintenance," such as killing 4K transcodes and stopping remote streams after they've been paused for X minutes. These are from the JBOPS repository.

Unless someone has already created what you're looking for (JBOPS/reporting is a good initial place to look), you'll probably have to write something yourself that makes calls to Tautulli's API.

Unlocking Posters
You can use the Plex API to bulk lock/unlock fields, including posters. It looks like this script that utilizes Python-PlexAPI should make it fairly easy if you're familiar with running Python scripts.

Proper settings to limit my viewers to only 1080p ??
Set up Tautulli and use the kill_stream custom script to stop playback when someone attempts to play 4K content (or if direct play is okay, when someone is transcoding 4K), though you again need a Plex Pass, since the ability to kill remote streams also requires a Plex Pass.

Difference between libraries - easier discovery of movies or shows
Read this to get a better idea of how to use the scripts.

Cartoons with an A and B side
Next, download the script. Go to the github page, go into the right and click the button that says raw, then right click on the next page and click save as. It should save as a python script.

Finally getting into 4k, how can I best prevent it from playing remotely?
If you don't want to go the separate library route and you have a Plex Pass, you could install Tautulli and use the kill_stream custom script (install instructions here) to stop playback when it detects 4K is transcoding.
-
Hi Fellow Plexers! what am I missing out on?
The ability to trigger custom scripts. I think the most popular around here is generally kill_stream.py which folks use to stop remote transcoding of 4k streams

Gzip compression questions for 2 use cases
I use Nginx for Sonarr/Radarr would I see any general performance benefit when loading their webpages in general? If so, what level of compression would be ideal for this case?

I am looking for a troubled/bad open source codebase
In the /r/selfhosted community Sonarr and Radarr are staples, but their code isn't particularly great and there are lots of bugs people just deal with. Radarr forked Sonarr, their interface is similar but they suffer from disjoint bugs.

There may be better places, since I've just stuck to the same one for years now (and don't need them often enough to look into alternatives), but I usually use either subscene or opensubtitles. There are also programs that can automate it like bazarr, but it requires you to also use Sonarr/Radarr.

Yo Ho, Yo Ho, a pirates life for me!! Recent streaming services, prices and shows getting butchered, finally decided its time. Here's how a basic self-hosted 'Netflix' would look like. Fully automated once its setup. Using only a makeshift homelab server from second hand parts.
Radarr: Automatically downloads movies.

Two instances of Radarr (one for 4K and one for everything else) running on one of my Linux servers.

How to use Signal for Notifications
Just seen that Signal notification support has been added to the latest version of Radarr. Had a look at the documentation but there is no guidance on how to set it up. I found this which alludes to needing to spinning up some kind of a 3rd party application to proxy the notification to Signal....but nothing about how to set it up.
What are some alternatives?
