Have you tried Hitomi Downloader? I'm pretty sure I downloaded HD video from there before.

I use this docker image to download stuff https://github.com/Jeeaaasus/youtube-dl. Idk what type of power consumption my server uses, it's a Ryzen 3100, 16gb of RAM, T400 for graphics. Has 24TBs. I use it for YouTube backups which downloads from a list of channels I give it along with downloading videos from a specified playlist about once an hour. You can definitely run a YouTube downloader on a less powerful machine, I just recently upgraded my server. I also use it to run Jellyfin and torrenting stuff.

I use Jeeaaasus - youtube-dl in Docker, which is working great for me. I have enabled the web UI which enables me to add channels easily. And refreshes all videos every couple of hours. Also you can use all the command line options available in yt-dlp.

That probably depends on what you want to download. I use https://github.com/Jeeaaasus/youtube-dl for youtube videos, the ui sucks but it does the job. I wouldn't use a browser extension due to privacy reasons
