A new command has been added called dota_silent_scan, which if set to 1 (true) will silence sound effects when a Scan is initiated and if a Scan detects enemy heroes

This part could be done in lua using lua-protobuf. It could do encode/decode based on the .proto file, just like JSON encode/decode.
