I Love GTA V Online on PC
You can block outgoing port 6672 or use a program like GTA5Online-Private_Public_Lobby. I'm always in a public lobby that only my wife can join.
- This individual jumps from lobby to lobby for hours on end spamming racism, summoning individuals to their apt. before summoning them to a location where he spams rockets, killing the server overt and over. I have reported this person every time - How is he not banned yet?

I've been doing this for a while. If you want to maintain the solo lobby, use CodeSwine along this. Both games have an identical network structure so it works on both.

The GTA IV Downgrader program is open source, and has a Github project page. It seems like a false positive, provided you downloaded from the link you sent and not somewhere else.
