Which engine should I use for a game that is essentially just an interactive menu?
Most game engines can do this but their UI systems tend to not be as flexible or usable as CSS/HTML when it comes to layout techniques, and are nowhere near as well documented. Add to this the free availability of libraries such as React, Greensock and D3 alongside an unrivaled amount of documentation and tutorials and it's a strong option.

Are you thinking of this, or particles.js? particles.js has been used in Pterodactyl (and probably in other login pages), whereas tsParticles seems to be much more programmable.

It reminds me of a famous javascript lib called particles.js. FPS were dropping exponantially the more you added particles.

Infosec Blogger & Podcaster - AMA!
I use GitHub pages for hosting which leverages Jekyll for dynamic page generation. I originally used this theme, but it doesn't look like I can find it via the jekyllthemes site anymore... I took some design inspiration for the site from this blog actually, but heavily modified it from there. Particles.js is used for the floaty red circles. Font Awesome for the various iconography you see throughout.

React particles js is a block element and not a background?
This a useful tool for creating the background you want - https://vincentgarreau.com/particles.js/. Once you've got it setup how you want, download the json file and then run it through https://csvjson.com/json_beautifier so you can drop it into you code.
