Have you poked around the game installation files yet? Doing a quick perusal, I see there's [snip]\Genshin Impact\GenshinImpact_Data\StreamingAssets\VideoAssets\StandaloneWindows64 with a bunch of .usm files. Googling "genshin usm" yields: https://github.com/ToaHartor/GI-cutscenes which is probably what you're after.

From what I've seen in the past, ffmpeg doesn't retain the HDR status. I use a program called Tricycle to convert mine whilst retaining the HDR settings.

I have used https://github.com/kmcclive/tricycle in the past and it works great. I have also used the other link recommended and it also works great. I like the fastflix because it shows you the cli command. Both are based on ffmpeg. For ease of use I recommend tricycle.
