Have you poked around the game installation files yet? Doing a quick perusal, I see there's [snip]\Genshin Impact\GenshinImpact_Data\StreamingAssets\VideoAssets\StandaloneWindows64 with a bunch of .usm files. Googling "genshin usm" yields: https://github.com/ToaHartor/GI-cutscenes which is probably what you're after.
Genshin Impact should have a feature where you can rewatch all the cutscenes. Who agrees?
