From the mod creator's github: "Important: The game low framerate compensation (frame skipping) doesn't work above 30fps, meaning that if your PC can't reach the FPS target, it will instead slow the speed of the game itself." - so, yeah, seems like your PC is too weak.
Type 0 Hd can now be played at 4k and 60 fps and above on PC through a mod
