It doesn't. ACE medical has had a bug since the medical update where any vest that uses a passThrough value of less than 0.2 in the hitpoints config causes units to take almost no damage. This affects certain vanilla vests as well.

Lol I don't think you're going to find that in Arma. ACE medical makes things more realistic, not less. Use this domain instead

ACE medical issue. Ever since they did their big medical system rewrite, it doesn't like vests that have a hitpoint passThrough value of 0.1 or lower. Vanilla content is affected as well, it's just not as noticeable because only a couple of vests use that value.
