Logik: Open-source FPGA toolchain by Zero ASIC
Theres the open source Digital (https://github.com/hneemann/Digital) which can run simulations but then export Verilog. If you have an ICE40 based GPU then in theory you can then use open source tools (like apio) to get that onto your FPGA. I've seen some impressive fpga tasks being generated by that.
I'm early in my learning of FPGA and have done nandgame and some other non-HDL circuit learnings. I have gone back and forth if I want to design my project via HDL or via something like Digital. There's not an easy pro/con either way.

4 bit multiplier, logic visualized
someone posted a logic gate graph some days ago which sent me through a loop of remaking a 4bit multiplier i designed in Digital Logic, in desmos. unfortunately everything is pretty much explicitly defined and put together as to maintain only the appearance of this exact circuit, so theres no ui for placing components drawing wires and building your own circuits. yet ;]

The toolchains come with their own simulators, but there are also open source ones you can use. For Verilog you have ICARUS Verilog and Verilator. For VHDL there is GHDL.

This is not, in general, true. While iverilog may support some SV features, it is far from complete and does not support some very common use cases. For example, interfaces.

Building the 8-bit computer in software
As the idea was to make it more realistic, I started by making (hopefully accurate representation of) 74-series logic chips in Verilog. Then wired them into higher level modules, and merged those into complete CPU. Runs quite good in Icarus Verilog.

Transition from soc Design to Design Verification?
In the open-source world, learning UVM isn't practical. There just isn't a simulator that can run it. However, if you use something like PyUVM with CocoTB, along with verilator or Icarus as an RTL simulator you code start writing test benches around some simple verilog components.
