Continuing to add to the confusion on the topic by trying to argue that Steam is DRM because you have to buy the game through Steam is counter-productive. (And apparently Steam's client isn't the only browser available.)

Not by Steam means. I don't know if it's still functional (update on last year) but https://github.com/SteamRE/DepotDownloader is what you're looking for and you need to learn the DLCs depot number from SteamDB to feed that information into this program.

If you are looking for a specific version of the game and you own it on steam you could download it using something like DepotDownloader. An example of this would be downloading the first pubic version of the game

me too, lucky nowdays you can get computers that can run BO2 for really cheap, if you wanted it for wii u i presume it was for the local coop, now you can do that on pc too with nucleos coop
