Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

You can probably accomplish it with http://pythonnet.github.io/. This is not my area of expertise and I don't think a ton of people are doing it, so probably not a lot of stack overflow hits when you run into snags. I have used pythonnet in the past to do stuff I otherwise could not do in python and it worked well, but I don't know .Net that well.

I'm also aware to possibility to cross-compile(?) my python to CLR (https://ironpython.net/ and https://github.com/pythonnet/pythonnet ). But IT people said it is highly unpreferable as they will want to maintain/update the code, and will not be able to do so if the backend is still written in Python.
