Is there a way to set a specific maximum amount of RAM a specific program can use?
This can be done with Process Governer. However, of course can't randomly limit an application and expect it to work correctly. Some applications do allocate memory dynamically based on how much is available to them, but the vast majority of applications don't. They will just crash when they run out of memory.

You could use this tool https://github.com/lowleveldesign/process-governor, but use it on your own risk, as I haven't looked through the source code and checked everything. You could also simply upgrade your ram amount.

Procgov - a command line tool to limit Windows processes resources usage
Procgov is a command-line tool I wrote to test my apps under memory limits. With time I added some additional features/limits. It's open source and available on GitHub: https://github.com/lowleveldesign/process-governor. Maybe you will find it useful for your work as well.
