There's a project working on it, actually! It's not perfect, obviously, but the fact that there are people working on it is pretty cool. Definitely not ready for the average power user to install, if it ever will be, but it's there. https://github.com/pal1000/mesa-dist-win

Download the latest compiled distribution of Mesa3D from this GitHub repo, under the Releases section: https://github.com/pal1000/mesa-dist-win (I find that the file ending with '-release-mingw.7z' does the same job as Toontown Rewritten's offering. The '-release-msvc.7z' copy still seems to let the game use the integrated graphics chip/GPU to an extent, but you're welcome to experiment using this one instead to see if your game crashes less.)
