Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

There's also gmdate(), but realistically you'd use either date() or DateTime / DateTimeImmutable or maybe even a more sophisticated wrapper like Carbon (unless you have a severe aversion to objects I guess).

The way this is usually handled in general use is pretty simple, use Carbon - which is now a composer dependency of pretty much everything as a matter of course.

Nah, it's PHP, Carbon is an extension of the core DateTime lib.
