I love this game, and use the mod lists given here as a basis. The list from graiondilach covers everything (if you already have the first game and want to play the trilogy), while the list from dark0dave is my favorite for BG2EE alone.

Are there general rules/suggested order for mod installation order?
I have a lot of those mods installed, so if you're curious, here's my log. I made a couple errors while installing (eg, the first half of Forgotten Armament should be further up), but so far everything seems to be working. You might want to look at these install logs for other examples.

He actually does get a small quest if you install BG Quests and Encounters! He comes down with a cold (rendering him mercifully silent) and you have to find someone nice (and deaf) enough to let him warm up.

Balduran's Seatower is stable and in open beta - adds a new district to Baldur's Gate. By the same author, I would recommend The Lure of the Sirine's Call and BG Quests and Encounters.

What are some alternatives?
BG1NPC - The BG1 NPC Project adds a great deal of content by expanding the depth of character and levels of interaction with the NPCs from the Baldur's Gate game. Requires Tutu, BGT, or BGEE.
EET - Baldur's Gate: Enhanced Edition Trilogy (EET) is a modification for Baldur's Gate II: Enhanced Edition that merges whole saga into one game and provides continuity between the events of Baldur's Gate, Tales of the Sword Coast, Shadows of Amn, Throne of Bhaal and Siege of Dragonspear expansion (also for both Black Pits adventures). The name of this this modification probably rings a bell to those who have been following IE modding scene, thanks to the classic mod that inspired this project, called Baldur's Gate Trilogy (BGT), developed by Bardez and Ascension64. While EET remains mostly faithful to the premise of the BGT, it shouldn't be considered a direct continuation of that project. In fact both mods share little to no common code and took different design decisions in many aspects.
ProjectInfinity - Project Infinity - a mod manager for Baldur's Gate Enhanced Edition, Icewind Dale Enhanced Edition, Planescape Torment Enhanced Edition and Enhanced Edition Trilogy (EET).
