Thanks for the comment. I checked out Rogue Amoeba's SoundSource, and BackgroundMusic. I think they're using some sort of virtual audio device or something to intercept applications' audio data, control each application's volume, and then send it to the speakers (or another output device).

Tried https://github.com/kyleneideck/BackgroundMusic before. But didn't work for me.

This tool does that. I haven’t used it myself, but people have had great things to say about it. Plus it’s open source!

The free app Dozer gives you the ability to move icons into a collapsible section, which also solves this problem from a different angle. https://github.com/Mortennn/Dozer

Dozer (free - open source), HiddenBar (free), free alternatives to bartender, however, only does 1 thing and that's hiding the icons, not adding an extra menu, nothing just icons here, icons gone.

If your menu bar is a little cluttered, Dozer is a nifty little tool to clean it up.

I have tested these free/freemium alternatives to Bartender - Dozer, Vanilla and Hidden Bar. They work pretty well as far as the intention is to hide/show applications within the menu bar.
