Scrollbars Are Becoming a Problem
The only solution I've found for addressing this in any meaningful way is AltSnap[0], which lets me avoid needing to find window borders for any resizing or moving operations.

How to make windows' borders 'magnetic' such they snap to each other?
Pretty much only possible with 3rd party tools. https://windhawk.net/mods/slick-window-arrangement https://github.com/RamonUnch/AltSnap

I cant believe Microsoft hasn't improved these fundamental features over the last 5 years! Search/explorer still the same! (or worse)
For resizing you can try AltSnap (available through Scoop as well) - it mimics what's available by default in Gnome and some other DEs on GNU/Linux and it's pretty useful once you get used to it - you basically hold down a key while left/right clicking the mouse to move/resize a window that you point over (and all the precision you need is to point at one of the four quarters of the window).

removing the border on a window
I know that AltSnap has a feature to make a window borderless, Hold ALT and middle click and click toggle borderless.
- AltSnap : move and resize windows by using the Alt key and so much more
