However you can use DoHoT (DNS over HTTPS over TOR) or DNSCrypt over TOR. The best way to do it is use InviZible Pro, combines DNSCrypt with TOR and I2P. You can proxy DNSCrypt over TOR, use multiple resolvers with anonymizers.
