First custom build - Dactyl Manuform R-Track with Pro Micro and ADNS9800
However I switched the PWM3360 from Jacks enterprise with a similar ADNS9800, due to high shipping cost from US to Australia. It's based on https://github.com/mrjohnk/ADNS-9800 , since it has all the pcb files and part list open sourced, I sourced the parts individually from Taobao (the Chinese version of AliExpress) and assembled myself. There's a difference in hole position but that can be solved with some hot glue :)

Reverse Scroll Wheel Direction
Per the documentation at https://github.com/qmk/qmk_firmware/tree/master/keyboards/ploopyco/trackball, the process_wheel_user function should do what I'd like. However, no changes I make within such a function has an effect. If I comment everything in the function out, the scroll wheel still works which leads me to believe this is not where I'd implement a change.

Use a layer when holding down a key without MO()
That NO_ACTION_TAPPING breaks MO is a known QMK bug, unfortunately.

Any QMK board will do (Personally I use a ZSA Moonlander ). The folks at /r/keyboards and /r/mechanicalkeyboards will also helpfully give you some pointers on picking out a quality keyboard.

newbie wireless confusion
Fwiw, I recently put together a QMK configuration for my chocofi (usually it's just used with the split 3x5 +3 miryoku community layout, afaiu). Just in case you wanna take a look. Have fun!
