It doesn't. ACE medical has had a bug since the medical update where any vest that uses a passThrough value of less than 0.2 in the hitpoints config causes units to take almost no damage. This affects certain vanilla vests as well.

Can somebody explain how does one get regenerative health while playing as a faction/single player with 3D-editor or missions in Arma 3. I also have ACE installed but can't seem to get it to work
Lol I don't think you're going to find that in Arma. ACE medical makes things more realistic, not less. 3CB Armour makes AI bullet sponges
ACE medical issue. Ever since they did their big medical system rewrite, it doesn't like vests that have a hitpoint passThrough value of 0.1 or lower. Vanilla content is affected as well, it's just not as noticeable because only a couple of vests use that value.

OFP/Arma:CWC sample models
You need a PBO Manager application to unbinarize them and the Arma Tools suite to work with them. Mikero's Tools are also useful to modders.

Saving Loadouts on an Independant Server
Try using a pbo management util to manually pack the mission folder into a pbo from the 'missions' directory. Not sure how youre currently exporting, but try it a different way to start troubleshooting. Can't remember what util I have installed on my machine, but pboman3 looks and achieves similar to what I use, but there's a plethora of tools and routes so just have a look around for one that suits best.

Is the PBO Manager from Github safe?
I'm pretty paranoid about downloading some half-obscure software, especially in the form of an installer. So, can anyone tell me if this version is safe? I'd be really grateful.
