Zip: How not to design a file format
Do you consider rar a standard? It's a pretty good format, even though there aren't any good open-source implementations. But if you're willing to pay for your software, WinRAR command line versions are available for most platforms.
7zip is the most obvious free alternative. There is also a 7zip fork that offers zstd [1]. The command line experience for 7zip isn't very good however.

Best way to compress Data
7-zip is actually not a bad option, but I'd strongly advise using the fast-lzma2 codec, because, well, it is waay faster, and might even give you better ratios, depending on how you use it. You can find an implementation here, and it is compatible with traditional 7-zip (you can decompress it on any computer with any newish version of 7z)

You can extract the files yourself with 7Zip. You can install 7Zip from here and then install this plugin to extract ZStandard files, or you can directly install the modified 7Zip with the plugin already from that plugin page. Then simply open the zst file you downloaded with 7Zip and extract it.

zstd (zstd -2) [ratio=32%] [compr=356Mo/s] [dec=1067Mo/s]
NB1: The default for zstd is -3, but the table only had -2. The difference is probably small. The range is 1-22 for zstd and 1-9 for gzip.
NB2: The default program for gzip (at least with Debian) is the executable from zlib. With my workflows, libdeflate-gzip iscompatible and noticably faster.
NB3: This benchmark is 2 years old. The latest releases of zstd are much better, see https://github.com/facebook/zstd/releases
For a high compression, according to this benchmark xz can do slightly better, if you're willing to pay a 10× penalty on decompression.

Optimizating Rabin-Karp Hashing
Compression, synchronization and backup systems often use rolling hash to implement "content-defined chunking", an effective form of deduplication.
In optimized implementations, Rabin-Karp is likely to be the bottleneck. See for instance https://github.com/facebook/zstd/pull/2483 which replaces a Rabin-Karp variant by a >2x faster Gear-Hashing.
